Registering new Industrial Units and Providing Incentives under J&K Industrial Policy 2021

DBRAP (District Business Reforms Action Plan) is an initiative aimed at improving the Ease of Doing Business at the district level through systematic reforms and digital governance. It focuses on simplifying procedures, enhancing transparency, strengthening service delivery, and creating a more business-friendly environment for entrepreneurs and investors.
Main Activities/ Works under Current Plan
Identification and Development of Land Bank for establishing ‘New’ Industries in District Rajouri.
Promoting SSI Units and attracting new investments/industrial Units under J&K Industrial Policy 2021 thereby creating employment opportunities for the unemployed youth in the district.
Administrative Setup
The office of the District Industries Centre (DIC) is headed by the General Manager (GM), who is of the rank equivalent to Additional Secretary. The General Manager is overall in-charge of administration, implementation of schemes, industrial promotion activities, and supervision of all sections and field staff.
Manager Level (Under Secretary Level)
Below the General Manager, there are Managers (Project/Functional) who are of the rank equivalent to Under Secretary.
Their main responsibilities include:
Administrative supervision
Processing and monitoring of credit facilities
Implementation of government schemes
Assisting in policy execution and decision-making
They ensure smooth coordination between field officers and the head office.

Their duties include:
Promotion of MSMEs and small industries
Guiding entrepreneurs in the unorganised sector
Monitoring Industrial Estates in the organised sector
Assisting beneficiaries under various schemes

The work of these officers is distributed according to Assembly Constituencies, covering both unorganised and organised industrial sectors.
Ministerial Staff
The ministerial staff supports daily administrative functioning and is divided into the following sections:
Establishment Section – Service matters and staff records
EI Section – Scheme and industrial related documentation
Accounts Section – Financial transactions and records
Receipt & Despatch Section – Handling inward and outward correspondence
These sections ensure smooth day-to-day office operations.
Innovation in the Department
Interventions like technological conferences at All India Level, fairs, exhibitions, etc. are regularly facilitated by the Department for entrepreneurs to introduce innovation in process cycles of products in their respective industries/start-ups.

Total Industrial Units registered with DIC Rajouri are 197 (both in the Organized and Unorganized sector).
